New Football rule - fair catches on KO & placement on 25yd line

A link to the actual rule ^^^ go to the actual true rule being complained about by coaches like Reid and others.

My reading indicates that any kickoff where a fair catch is signaled or awarded behind the 25 yd line results in the ball being placed at the 25 yd line if the receiving team wishes.

I presume that the goal is to limit high speed collisions from kicking off teams kicking so that the catcher has to catch it on like the 5 yard line and is unlikely to do a fair catch there for obvious reasons.

I am still pondering if the rule is good or bad.

from a safety standing its good. From an armchair watching its bad. Its temporary so who knows after this year.
