My reading indicates that any kickoff where a fair catch is signaled or awarded behind the 25 yd line results in the ball being placed at the 25 yd line if the receiving team wishes.
I presume that the goal is to limit high speed collisions from kicking off teams kicking so that the catcher has to catch it on like the 5 yard line and is unlikely to do a fair catch there for obvious reasons.
I am still pondering if the rule is good or bad.
