Would food that in routinely reheated spoil?

Google says 4 inches of ice is safe to walk on. The Army Corps of Engineers says that a person on foot will only need 2 inches of strong ice to be safe. I know a person that walked on an inch and a half & it held him. He says he has a neighbor that walked on 1" , but does admit it was a short distance. His brother claimed he has walked on 3/4" for a mile and never got wet. Can I walk on a 1/2" of ice if it's a cloudy day?
