I'm no ornithologist, but isn't this a golden eagle? Looks like pics at least. Whatever it is picked off a rabbit in our side yard right next to the house.

Wing span of golden eagle is huge and separates it a part from many look a-likes .
Better than 6 feet wide.

As Mac said Goldens are huge, often bigger than Bald Eagles.

Compared to the pinecones, branch, and needles, it looks too small for a Gloden Eagle. And think it's the wrong time of year for Juvenals.

Looks about the right size for a red tail hawk, which have become very common and sometimes have a pale reddish breast. We get one occasionally sitting way up in the evergreens at the back of the property (until the crows chase it off). It's close to the proportions of tree and bird as your photo.

White feathers on chest with bars on the feathers...red tail hawk. They are bigger than you think. We have dozens of them around here.

When you see an eagle you will know it. Those suckers are twice to three times as tall. Golden eagles have an all brown look to them on their undersides and chest.

Could also be a peregrine falcon, but I doubt it from what little I can see of the picture. Somewhat smaller than the red tailed hawk but also has barred feathers.
